"Reset Settings" doesn't reset some Preference values to default #3726

Problem Description

Pressing "Reset Settings" in the Preferences doesn't reset all settings to their defaults.

I'm only currently aware of the setting "Maximum number of simultaneous encodes" not resetting. There may be others (particularly, any new settings recently introduced).

@sr55 it should fix incorrect simultaneous QSV encoding behaviour
