Metadata labeling guide

A quick run-down of what the different labels mean in NetKAN and CKAN-meta.
- Fix install - the install stanza to be fixed
- Fix license - self explanatory
- Fix relationships - the mod's relationships need to be added
- Mod-enhancement - enhancing an already indexed mod such as adding optional configs or suggests
- Mod-request - adding a mod or suite of mods to CKAN
- Support - indicates there's no metadata changes required, just aiding a user
- Blocked-on-ckan-feature - something in our control is blocking the issue/PR, such as the mod wanting to overwrite
- Blocked-on-dependency - an unavailable dependency is blocking the issue/PR, such as a mod we don't currently index
- Blocked-on-mod-author - waiting for a change to the mod or information from the author
- Blocked-on-other - something outside of our control is blocking the issue/PR, such as a non-supported file host
- Critical - indicates that something broke horribly and must be fixed before anything else, used sparingly
- Discussion needed - There might be multiple ways of solving the PR and we need to discuss which is best
- Easy - well suited for new contributors to solve
- In progress - for PRs: do not merge as work is in progress - for issues: a fix is in progress to address the issue
- Needs looking into - it is not directly clear what needs doing and further investigation is needed
