Altering the KerbalChangelogSettings.cfg invalidates the MM cache

If this file were moved to a PluginData folder it should fix the issue.

On the second launch after someone's mods were updated that use KerbalChangelog, the MM cache will be invalidated because KerbalChangelog altered its settings cfg file. Only the third launch will start using the cache correctly, provided there were no more mod updates of course.
