The change will be made in GitHub today, and will effect binary releases of HTSJDK starting with the next release.
This change is being made for two major reasons:
Oracle has discontinued providing public updates for Java 7 as of April 2015
The developers of the project (of which I am one) feel that the language features and additional APIs available in Java 8 provide sufficient value to discontinue supporting earlier versions
While the announcement only effects HTSJDK, it is likely that Picard and other downstream libraries effected by the change will make a similar move in the coming weeks or months.
