Pull Request Prelude

Changes Proposed

This PR adds support for official like npc summoning for players where the npc is only visible to the owner and despawn's after a certain period of inactivity.

Note: this is an experimental feature.. It will likely get more updates to support different types of owners (Party, Guild, Clan...) but that's for another time.
