Shortcuts do not work under 2.5.0 beta 1

Describe the bug

When ever using a shortcut under the 2.5.0 beta 1, the shortcut will not work saying "undefined Currently not installed." Launching through Heroic directly works as expected. It worked just fine under the latest stable. Also tested in virtual machine with clean install and same issue happens

Steps to reproduce

1. Go to game and create shortcut
2. Launch game from desktop or steam shortcut
3. Popup will show up

Expected behavior

Shortcut should just launch the game.

is it a GOG game? if so it's a known issue and should probably be fixed by this #1969

if that's with a GOG game, can you check if it actually works for an Epic game to confirm it's the same issue that's fixing?

It is also broken on Windows in a different way, the shortcut files are empty.
And the Issue with GOG games happens on both Windows and Linux.
