Hmm, this seems like a regression, yes. Not entirely sure on what circumstances cause this however from first glance. |

I also ran into this issue while debugging something else on GitHub Actions' macOS runner. Here's a reproducer: https://github.com/ZhongRuoyu/actions-test/actions/runs/6082806372/job/16501333807 (workflow.yml) I haven't been able to reproduce this locally or in Docker, though. |

My theory so far (just from reading code so is a guess) is a dependency tree issue in the following scenario:
The reason this only manifests in fetch is because we pass (Any fix requires a new tag. If you want to play it safe, we could revert, tag a new release, open a PR to unrevert with the fix) |
@Bo98 Sorry, just saw this: can take a look later if no-one else does but if you're able to open a PR and make a new tag with just this PR that'd be great. |

I fixed this issue for myself by installing the package that was failing first and then the one i wanted, |
