luajit 2.1.0-beta3-20220623.2

Based on the discussion at #99580, I'm updating this to the latest
commit on the `v2.1` branch.

For the version scheme, I chose to take the latest version `2.1.0-beta3`
and appended to it the date of the latest commit along with an
indication of the number of commits on that date at the time of updating
the formula.

Closes #99580.
