bind 9.10.3-P2

BIND 9.10.3-P2

This commit updates BIND to 9.10.3-P2 to address CVE-2015-8000. Note also that the "version" tag is needed, otherwise it's not seen as a new version by Homebrew.

Closes Homebrew/legacy-homebrew#47059.
