IXWebSocket 1.1.0

Add a formula for IXWebSocket, a WebSocket client and server, and HTTP
client. It comes with a command-line tool, ws, which is a simple
WebSocket toolkit. Tools include connect, chat, broadcast and echo
server, and send and receive tools to transfer files. It also has a
curl like HTTP tool.

Hi @bsergean this is a nice software, but not notable enough for us to package in Homebrew for now. This is not a decision on the merits of the software, but we cannot distribute every single piece of software and have to draw a line on “notability” somewhere. Of course, we would be happy to reconsider in the future.

Hopefully I can get traction on this project and re-submit if it gets popular. At least now I know how to make a formula.
