I don't think bumping the version is a requirement, it should work on 9.0 with a max SDK version of 26, we just wouldn't be able to use any of the fancy new android features added in SDK versions 27 or 28. Including it in this PR because I was asked too, and there are no ill effects to the best of my testing. |

Updates the
config.xmlfile so Cordova creates anAndroidManafest.xmlfile that better reflects the developer contact information, and bumps the maximum supported Android version (9.0 (SDK v28)).
