War Reparations CB, can only be added while already in a war against an opponent and gives no prestige or infamy, has a large warscore cost to compensate

Officers are now more conservative and less liberal, soldiers are now less reactionary but more conservative (Both pops had a base tendency to be liberal or reactionary and nothing else)

L-F capitalists now only destroy factories when there are more than 3 closed instead of the previous 1, having it at 1 would lead to mass removal of all factories upon switching to a L-F party

Upgrade all limit set to .7 instead of .8, capitalists also upgrade factories at this threshold, now factories should be upgraded before they fill to the max

Created an event to dismiss Von Moltke from the Ottoman Empire, also buffed him as a general
