Take a look at

http://dashboard.iatistandard.org/publisher/eib.html#p_codelists

There are several codes that are declared as "not" on the Sector codelist.

But - this publisher declares another vocab:

<sector code="35113400" percentage=" 100.000000000" vocabulary="NACE">RE : wind - onshore</sector>

How can the dashboard express this, if at all?

Yes, this is a known issue. #174
I have suggested a solution there. I'm closing this issue, please add any additional comments (including whether you think this should be higher priority than the Iteration 3 milestone) to the other issue.
