Include Link To Coverage Reference Data Source Information #393

A link should be included in the coverage methodology to the sheet that contains the reference data used in the coverage calculations. The sheet also includes links to the public source of the reference data used

I've added a suggested column structure to the current public source data spreadsheet. This is visible in the 'Proposed format' tab:

As a preview, my suggested columns are as follows:

Once agreed and populated with data, this pubic spreadsheet will then be the source for the csv conversion and import to the IATI-Stats repository, replacing the current file which powers the reference data on the dev Dashboard.

I think the notes column should be public. It might need checking for content, but at a quick glance most of the comments are instructive. eg noting non-calendar FY; clarifying arithmetic used.

The sheet containing the reference data has now been updated to use the structure proposed by @dalepotter above which includes the notes

Also need to include a prominent statement that if publishers want information in the sheet updated then they should email their required changes to support@iatistandard.org

An email address for publishers to request updates to the reference spend data has now been added.
