Add link to Welcome page in bottom-bar of VS Code

This is to make it easier to bring the welcome page back up.

Because the main reason the welcome page is so important is because you can find the tutorials that get you badges and other such rewards, I'm thinking maybe display the status of the number of "levels" of tutorial content you've completed. So it'd look something like this:
