Version 2.3 of IBM Plex Mono's Semibold weight has a slightly large line height than the other weights. Below here is a comparison with the Regular weight and the Semibold weight:

The same does with the Italic variant of the Semibold weight, as shown below:

Looking at the settings for vertical dimensions in all Plex Mono fonts reveals that there are no differences at all. What is causing this behaviour in Windows Font Viewer is therefore unknown. We will investigate.

Some other fonts show similar behaviour though, for example Rockwell:
