support pipPackages, rpms, locales and condaPackages in edgeConfig

    job_config.raw_overlay = {'edgeConfig': {'imageName':'py-sample-app-panda', 'imageTag':'v1.0', 'baseImage':'streams-base-edge-conda-el7:5.3.2.0', 'pipPackages':['pandas']}}
    job_config.add(cfg)
