Automatic replies to data collectors when they submit a report

User story
As a data collector, I want to receive confirmation if my report was successful so that I know the message was received.

Functional requirements

• send a confirmation by SMS if the validation was successful, with a summary of the report sent (example: "You sent a report on AWD for a male under 5")
• send a confirmation by SMS if the validation was not successful

Default values for automatic reply messages are received from Admin (#303) and should be used when sending confirmation texts.

• Known Data collector sends in two identical SMS messages with close time stamps is interesting "you sent two identical reports, this will be treated as one"

We do not yet have an endpoint for outgoing SMS, so we're moving this to Future.
