Should sIPS FormatCode be added?

sIPS defines the a format code for the IPS, see https://profiles.ihe.net/ITI/sIPS/content.html#359211-formatcode

I think it would be helpful to add this to the CodeSystem/ValueSet for formatcode in this IG.

The method I used was to use the canonical URI of the profile. Given that these are very clearly canonical URI, and that FormatCode is in the system urn:ietf:rfc:3986. I don't think we should define a CodeSystem urn:ietf:rfc:3986, as that would be against the whole purpose of that system. Thus we don't have a CodeSystem to include in the valueSet.

My intention was to move away from a managed CodeSystem, and more toward proper URI. (which we should have used from the start, but didn't know about urn:ietf:rfc:3986 at the time).

Agree with CodeSystem, but I propose to add this formatcode to the ValueSet. IHE sIPS uses it, and I think we should provide the ValueSet that other people can use and discover that is a code used in IHE ITI.

We provide in Switzerland for example a ValueSet which is then bound to our XDS DocumentReference definition:
