Version 12.31

This is a minor update, which mostly moves alarm reset/rearm right after it is triggered, so that the logging interval is closer to what is put in the settings (there could be a 2 minute difference otherwise for 'standby mode logging' situations).

This is a release that tracks the version that is used by the "OnyxLoader" Windows utility.

The binary in this release is currently v12.31-d.
