Use of CRS register - Changes from 1089 amendment

Change description

The IR amendment established the creation of a "register of CRS".
A "Coordinate reference systems register" is already available in the INSPIRE Registry, which contains the allowed coordinate reference systems and their identifiers.
The validator should now refer to this register for tests that require checking the used CRS.

Implementation of changes

This change will affect the following ATSs:

• Spatial reference systems
• Coordinates Reference Systems ID
• Coordinates Reference Systems HTTP URIs
