When does this issue occur?
When a shibboleth group in included in an explicit group, the permissions given to the explicit group are not applied for the shibboleth group users.
To whom does it occur (all users, curators, superusers)?
all Shibboleth users from the "included" group.
What did you expect to happen?
Shibboleth users from the "included" group should have the permissions attributed to the explicit group containing their shibboleth group.
Which version of Dataverse are you using?

@DS-INRA thanks for the bug report. I'm not especially surprised this doesn't work. I assume the workaround is to assign the permission directly to the Shibboleth group.
Perhaps short term we should confirm and document the behavior.
Longer term it would be nice to support this, I would think.
