Description of work

Adds OPI support for the new environment monitor IOC and device.

• Features two boxes for each sensor, containing 2 values, temperature and relative humidity.
• If a sensor is not connected as per IOC macros then its box is not displayed.
• If neither sensor is connected then an error is displayed telling the user how to add sensors via IOC macros.
• If a sensor is said to be connected in the IOC macros but is not physically connected then this will raise an error for each PV not connected.

• Is the information from the device displayed clearly
• Does the new IOC appear within the IBEX client config menu / synoptic menu

Both sensors connected but sensor B not physically connected
