Add support for adding and updating users with a password hash through the FoxIDs Control API

Currently user can only be created with a password.

When migrating to FoxIDs and the current userbase have to be moved to FoxIDs. The users password is unknown and instead represented as a hash with some hash algorithm.
Add support for adding and updating users with a password hash through the FoxIDs Control API. Consider which hash algorithm should be supported.
