Clean media directory page: create the page

Add page with the following options for cleaning or reorganising a media directory:

• checkbox to Rename selected files according the the current media format paths. (Only show files that need renaming in the execution plan ... ie if the file has the same name as that generated by the system no need to rename so don't show in execution plan
• checkbox to delete empty directories
• checkbox to delete non media files
• checkbox to enable users to see an execution plan of what will be done before it is done.

also need to be able to set order in which the actions above occur.

when the page is submitted the actions will be performed in the order specified. if execution plan check box is checked the user will be presented with a confirmation page before anything is performed
