Allow Operators to view Hermes Notifications both Sent and Received.

Currently any Hermes notifications are recorded in the global trace log which isn't available via the Runtime User Interface. Operators require the correct permissions to access the Setup User Interface /extensions/multiplug.ext.hermes/lane/setup/, which they may not have. Filter out these Hermes Notifications and allow the operator to see a list of previous Hermes Notifications eg the last 5 or 10.

This will speed up fault finding and diagnostics.

The Sent and Received Hermes Notifications can be viewed from the navigation bar: IPC-HERMES-9852 > Notifications

The notifications are limited to 10 items, the most recent notification can be found at the Top. The records are lost on System Restart, but the records can be still viewed in the Systems Log after power down.
