1. When Scan Station Queue is disabled in /extensions/multiplug.ext.hermes/lane/downstream/

2. When the PCB data is added to Scan Station Queue after the Starvation Interlock is applied, the data from the Scan Station Queue is still used.
Note: There is no issue when the data was already queued in the Scan Station Queue before the interlock is applied.
