If the Interlock is Disabled (Green), the Interlock will not Enable when the Interlock is Enabled (Red) (sending Downline to Cross X) until the SMEMA Upline goes Low (Cross).

This is not a bug, however when working on #5 it highlighted that the Interlock can never be Enabled (Red) if the SMEMA Upline value never changes.
