We already detect and ignore new empty tabs, but nsISessionStore opens empty tabs before restore tab state.

Works for me, but still not fully tested.

Preferences (disabled by default):
extensions.privateTab.makeNewEmptyWindowsPrivate
extensions.privateTab.makeNewEmptyWindowsPrivate (note: make single empty tab in new window private)
