Support a second different core copyright for core files #1937

When modifying files inside of Core, the copyright is never correctly updated. With this configuration update, now it will correctly update depending on what files we're modifying.

The idea is to apply two different copyrights, to two different scopes. A core copyright to the core files scope and a mail copyright to the rest of the project files
