We can probably start with the bland/generic print service here:
http://geopub.epa.gov/arcgis/rest/services/Utilities/PrintingTools/GPServer
and discuss whether we want a custom EnviroAtlas template.

Basic print service implemented - is this sufficient? Do we want to develop a polished EnviroAtlas print template?

For now this is fine - let's have them look at the version on leb.epa.gov
and see what changes they would like. This widget has many more features
than the current print menu in flex.
