Search and evaluate publicly available widgets for Raindrop tool

Add any useful widgets to EPA WAB Repo.

Current Flex tool uses EPA WATERS services http://water.epa.gov/scitech/datait/tools/waters/services/index.cfm
specifically the Point Indexing and Raindrop Tool:

And there is a JavaScript Library....

There does not seem to be any pre-made WAB widgets for this one. I think as @brosenbaum mentioned we will need to utilize the EPA Waters services and the JavaScript Library: http://water.epa.gov/scitech/datait/tools/waters/tools/waters_services_js_lib.cfm
