This was an Esri widget:

But I can't find any equivalent at 2.5. Anybody know where we could find it?

Wow - per the original issue, this configuration file was misleading:

There does not seem to be any pre-made WAB widgets for this one. I think as @brosenbaum mentioned we will need to utilize the EPA Waters services and the JavaScript Library: http://water.epa.gov/scitech/datait/tools/waters/tools/waters_services_js_lib.cfm

So, since the widget seems to be working just fine at 2.5, going to give EnviroAtlas Developer Team credit for this one.
