Getting repeated " PR run failed at startup" messages... guess this is a sign to try again tomorrow.

Remove Python 3.6 and add Python 3.10

😦 I am unfamiliar with this error, @dzenanz have you seen this before by any chance?

Note that I am seeing the same in ITKVkFFTBackend.

Given that linting passed on both repos prior to pulling in updates, I am suspicious of whether this is our fault or Github's...
