Resolve issue with python docs. Sphinx can't be made to avoid directories with leading _, so this needs to be done to make things work

I have only added the html directory generated by sphinx, it currently is not linked from the main site, as I did not see a clean place to put it, and my HTML is not good enough to build an entirely new landing page for the docs link
