No-portals flag

PlotSquared Feature Suggestion:

The ability to disable portals in plot worlds without disabling the nether/end globally via the config can be useful for cases when people run multiple worlds on a single server. (picked up from discord)

How should it be implemented?

Having a flag called no-portals either cancelling the events of the portal creation or moving players across dimensions.

In Multiverse you can deactivate portals for specific worlds, but yes: it's a good idea.
