Ouroboros Network default configuration should be used by cardano-node

In IntersectMBO/ouroboros-network#4808 we introduced Configuration module which provides default values for various configuration options of cardano-node. These configuration values should be used by the node here.

• defaultPeerSelectionTargets
• defaultAcceptedConnectionsLimits
• defaultDiffusionMode (note that it also needs to be changed in ouroboros-network, since the node is using P2P by default now)
• defaultPeerSharing

We also provide defaultNumBootsrapPeers which I am actually not sure where it is supposed to be used, a bit more investigation is needed.
