Updates to CSV import/export

Made a bunch of updates.

• Removed empty/unused template files
• Specified a ruby version and gemset
• Switched to using bundler to manage gems
• Used env to figure out the right ruby to run
• Added highline to prevent echoing passwords
• Ensured that the file / pathname actually exists
• Handled variable numbers of labels
• Report overall stats at the end
