Dependencies (Must be merged before this PR is merged)
While going back and forth on safe and unsafe pauses, we realized that perhaps the benefit gained from the granularity of different types of pauses didn't outweigh the extra complexity introduced to the code. So we decided to scrap it all together and just go with a simpler, single-lever pause system that performs a full protocol halt.
An additional benefit of this is it opens the avenue for series of optimizations in the future.
