Tomcat users settings reset at the end of install/configure process

I noted a minor problem:
boostrap.sh script sets user/password in tomcat-users.xml for manager-gui role
but
at the end of vagrant up process the tomcat-users.xml is reset to original one without manager-gui role entry.
Maybe it depends on updates after bootstrap.sh script execution.
I manually changed tomcat-users.xml and all works fine.
