The public file system directory, /var/www/drupal/sites/default/files, is not writeable by the web server user:

-rw-rw-r-- 1 www-data www-data 23771 Jun 17 18:38 default.settings.php
drwxr-xr-x 6 vagrant www-data 4096 Jul 23 16:48 files
-r--r--r-- 1 root root 24074 Jul 23 16:34 settings.php

Uploading files via the Drupal GUI produces the expected error.

Is there any reason that directory should be owned by vagrant and not www-data? Or that it's not writeable by the www-data group?
