Added config script for variables Files downloaded with wget are stored to /vagrant/downloads to persist through rebuilds
Put WGET files to shared directory, and copy from there if possible. Change VagrantFile to reference shared directory for config file. Wrapped some mkdir with tests to avoid trying to create directory that already exists.
