Ministries have like 30 agencies and each may have some projects or initiatives that have their own organisation on Github. Ordering like that, the Ministries will get organisations like Rijkswarterstaat, Logius, but also data.overheid.nl (Which is created by KOOP, which is part of MinBZK).

Then there are 'Independent Administrative Bodies' (ZBO) like Kadaster and KvK, 160 of them. Those can be ordered by theme perhaps?

Added this PR last, to discuss / propose a new way to organise, based on how government is structured.

In my opinion, when ordering by the different 'levels' this should be consistently applied by adding all subsidiaries as a sub of the ministries, for example.

As an alternative, everything could be ordered by theme, in that case the Ministries move to the themes as well.. ;)

I like the idea of agencies and ZBO's. It makes sense to stick to this and use themes within the ZBO's if there are too many.
