Right now the wp-l10n-validator command will always run over a directory, it can't be used to run just against specific files. We should make it so that it can be run against a particular file or list of files specified at the command line.

Even when passed a list of files to run against, honor the list of ignored files, since the list of files being passed may be generated and not user-supplied.

And support `./file.php` format.

This is generally expected for command-line tools like this.
