Use pkg-config to detect oniguruma library, because there are environments which onig-config script is not provided.

正規表現ライブラリ鬼車(oniguruma)を利用するときに./configureスクリプトによるライブラリ検出が失敗する問題を修正します。
この問題は検出に使用していた
onig-configスクリプトがUbuntu 18.10では提供されていないことが原因でした。修正後はpkg-configを使ってonigurumaを探します。
