SI WFE Field diff implementation

 - Use Legendre polynomials for fitting PSFs.
 - Update WebbPSF instance to be compatible with WebbPSF 0.9.1.
 - Implement RegularGridInterpolator to determine SI field position WFE.
 - Add WFE drift and SI field differences into gen_psf() so any NIRCam instance can generate a PSF in that way.
