CWS 1.0 & 1.1 required that the System Administrator deletes Circles of Trust. However, as a member can create a new Circle of Trust and is automatically assigned as Circle Administrator to the newly created Circle, it would be logical to allow a member to delete a Circle where they have Circle Administrative rights to access it.
