These changes introduce many improvements to the setup/installation procedure of DeerLab:
pythonexecutable is no longer assumed to be set up such that pip can be called directly.pipwininstaller has been (temporarely) subsituted by my fork which has been patched to handle issues related to it (GHA Windows test suite crash due to missing DLL #64).pipwincache is now refreshed prior to installation to ensure the latest package versions are installed
