The resource qualifier parser supports 2-letters locales only but there is a lot of 3-letters locales: https://www.loc.gov/standards/iso639-2/php/code_list.php
The PR extends the parser to correctly parse the locales, like:
values-fiufor Finno-Ugrian languages
