Publish on the Gradle Plugin Repository

By distributing the plugin on the Gradle Plugin Repository next to other JetBrains plugins, users can make use of the new plugins { ... } DSL without any extra configuration. Otherwise they will need to use the older apply {...} syntax or add a custom repository inside settings.gradle via the Plugin Management DSL. This will also remove the need to add a custom JitPack repository.
